When does forgetfulness become inconsiderate?

I know its always inconsiderate to just forget someone or something about that person (esp if they talk about it all the time) but at least you can say its unintentional.

But in the event that this person is ALWAYS forgetting key facts about their friend’s lives, what is that called?

  1. The obvious explanation would be that they dont care enough about the friend to remember things about them but sometimes, its not about the friends but the person herself. She must be too preoccupied or too disturbed to comprehend and retain everything in their lives. In a way, it is a cry for help. I think such people should be helped more than mocked.
